03 is the third and final C-17A delivered to the NATO Strategic Airlift Capability Program. Two were purchased by NATO, the third was a donation from the US. It's rare appearance at Mildenhall was supposedly to support a forthcoming Mildenhall SOG deployment. I am rather curious as to why the USAF is using a NATO C-17 rather than one if it's own, especially as they have just announced plans to mothball two USAF C-17 squadrons due to over capacity.
